Provides employment orientation, intake, assessment, employment counseling and case management services to Workforce Innovation and Opportunity Act (WIOA) program participants who are directly or indirectly impacted by the opioid crisis in New Hampshire; work collaboratively with community health and justice organizations for referrals to the program. Services will be provided in 12 NH Works job centers statewide and remotely at community health/recovery agencies as needed. Provides information about and linkage to the full range of services available through WIOA, the NHE grant, and other NH Works programs; orienting and working individually with NHE Grant customers to develop individualized training and reemployment plans that meet individual needs and address barriers; and working collaboratively with the NHE Job Developers to provide job placement services leading to successful employment outcomes and retention.
Works under the direct supervision of the NHE Project Manager, with general supervision and oversight provided by the WIOA Program Administrator.
Bachelor’s degree in Human Services, Psychology, Education, or Human Resources, and 3 years employment counseling and case management experience with unemployed adults in an employment-based context. Demonstrated experience working in a collaborative team setting and with multiple partner organizations in a fast paced environment is required. An equivalent combination of education and experience demonstrating the skills, knowledge, and ability required for this position may substitute for degree.
Ability to travel statewide to provide services to customers is required.
* Conduct customer orientation, intake, and eligibility determination for eligible NHE grant customers.
* Develop close communication and collaboration with recovery coaches and other staff at referring community health/recovery organizations to ensure the full array of services are provided at either the NH Works offices or remotely onsite at the recovery centers as needed.
* Provide ongoing career counseling and case management services ensuring regular service and/or contact at a minimum of every 30 days.
* Conduct client-tracking functions including timely and accurate on-going data entry of customer information into the WIOA computerized case management system.
* Prepare narrative and other tracking reports as directed by the NHE grant Project Manager.
* Provide a full assessment of customers’ skills, aptitudes and barriers using a variety of tools and tests.
* Work with the individual customer on the development of an individualized employment plan based upon customer’s barriers, unique needs, interests and abilities including assessment of the need and justification for training.
* Provide individualized Job Placement assistance leading to successful employment outcomes.
* Provide information on and arrange for Support Services based on the customers’ needs.
* Conduct required follow-up activities for exited customers as per policy.
* Conduct workshops, group orientations, and make presentations as per identified service needs.
* Provide coverage for other WIOA Career Navigators statewide if needed.
* Participate in job related staff training opportunities including cross training for other staff.
* Participate in local agency and interagency team and NHE grant project meetings as required.
* Become familiar with and refer customers to appropriate community resources.
* Will maintain professional boundaries with all current, past and prospective clients and maintain the confidentiality of clients and staff in accordance with policy and procedure.
* Will abide by all SNHS Safety policies and procedures.
* Will present professional and positive image as a representative of SNHS.
* Responsible for having adequate knowledge of all local SNHS programs and will gather sufficient intake information to make referrals to other SNHS programs which are beneficial to the client and his/her family.
* Perform duties as assigned by NHE grant Project Manager within the objectives of the position.
* Ability to work in an integrated service delivery environment.
* Dependability, reliability, and flexibility in performing required statewide coverage and assuming varied assignments and projects as needed.
* Experience working with target populations (e.g. dislocated workers and low income individuals who are directly or indirectly related to the opioid crisis) in an employment and training environment.
* Computer proficiency with Microsoft Word and Excel; knowledge of computerized tools; e.g., customer case management systems; accessing Internet-based job search information, etc.
* Experience with administering and interpreting career assessment tools.
* Workforce development experience, including knowledge of USDOL regulations, case management, customer service & quality principles.
* Experienced in providing career counseling services.
* Excellent verbal, written, and oral presentation skills; excellent interpersonal skills and professional demeanor.
* Ability to organize and prioritize work to ensure that quality services are provided in a timely manner.
* Creative thinking, problem-solving, & decision-making skills.
* Demonstrated ability to work independently and as part of a team (both internally and in the community) to ensure maximum level of coordinated services that benefit the customer, are achieved.
* Understanding professional ethics, including customer and staff confidentiality policies.
