Procurement Manager (35 hrs/wk)

Job Summary:

The Procurement Manager oversees all aspects of Bid proposal preparation, including requests for proposals, legal notices and bid tracking, quotes as required in the agency fiscal policies while ensuring quality and timeliness of bid procedures. They are responsible for the introduction, organization and implementation of all necessary procedures, governance and process. They will evaluate and clarify any questions to streamline the process, maintaining deadlines and financial feasibility of the project.  This requires an ability to work under pressure and multitask to meet challenging deadlines.  They are the primary contact and must establish relationships between the contractors/vendors and Southern New Hampshire Services.  They will provide support to the fiscal office, operations directors, program directors and facilities managers in evaluating and analyzing purchasing and price trends to identify forecasting demands and minimize purchasing costs. They will follow and ensure compliance with the agency fiscal policies and procedures.

Supervision Received:

Works under the direct supervision of the Chief Fiscal Officer, and general supervision of the Executive Director

  • Purchasing and procurement management experience required.
  • Must possess an in-depth understanding of construction procedures, as well as material and project management principles. 
  • Strong analytical, organizational and problem-solving skills.
  • Displays high level of motivation, initiative, and self-discipline.
  • Strong communication, interpersonal, time management, public relations and presentation skills. 
  • Must be able to work independently and be a team player with leadership abilities.
  • Must have a proven ability to work in a rapidly changing environment (be an agent of positive change), analyze problems and provide appropriate recommendations.
  • Have the ability to read and explain blueprints, structural drawings, and plan sets.
  • Strong computer skills, including Microsoft Office.
  • Must possess a valid driver license and be able to travel when needed.


  • Manages Southern New Hampshire Services procurement process in conformity with the agency’s fiscal policies and/or our grantors contractual obligations as required. Works with departments to ensure bid requirements are clear and understood.

  • Coordinates incoming bid requests and proposal responses. The Procurement Manager must organize and track all requests and responses.. It is their responsibility to maintain and update this information in a timely manner to ensure that assigned/interested SNHS parties have access to current and accurate information at all times.

  • Negotiates with potential vendors/contractors on behalf of the Agency to secure reasonable and appropriate pricing, and submits pricing for review and approval.

  • Collaborates with Southern NH Services staff and when necessary engineers, architects, etc. to determine the specifications of the project.

  • Gathers data and develops specifications,  resolves problems; directs and participates in the solicitation, evaluation, and award of bids;

  • Works collaboratively with the requesting department representative to ensure that all projects are delivered on-time, within the scope and budget.  Conducts pre-bid briefings; performs or assists others in performing price/cost analyses; negotiates contract provisions; evaluate progress and prepare detailed reports.

  • Determines appropriate contractual instruments for various types of procurement working with the Chief Fiscal Officer and appropriate Operations Director(s) to develop standardization of bid contracts; reviews accuracy and compliance with the agencies fiscal policies as appropriate.

  • Supports the fiscal department in evaluating and updating current bid and procurement policies and procedures in order to improve cost, quality, compliance and internal controls.   

  • Creates inventory management systems and related controls by establishing a dedicated inventory control process and distribution strategy.

  • Provides consultation and advice to others by providing guidance and expert advice to management of other groups on technical, systems or process related topics.

  • Attends and may provide staff support to a variety of internal and external meetings as appropriate.

  • Develops and maintains a robust contact list for all screened and approved vendors/contractors for any immediate bid requests.

  • Develops a vendor/contractor presence on the agency website for ease of use by potential bidders.

  • Attends and presents appropriate bids at monthly Operations/Fiscal meetings.

  • Maintains professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff, by SNHS policy and procedure.

  • Abides by all SNHS Safety policies and procedures.

  • Presents professional and positive image as a representative of SNHS.

  • Is responsible for having adequate knowledge of all SNHS programs and will gather sufficient intake information to make referrals to other SNHS programs which are beneficial to the client and his/her family.

  • Performs other related duties as required.
